Freelance GTM Strategist vs In-House Hire: Which Should an SME Choose?, article cover
Key Facts

Hire a freelance go-to-market (GTM) strategist for a set project with a clear end, and hire in-house when the work never stops. In Australia, Outsized's 2025 report put freelance day rates at AUD 700 to 1,500. Robert Half's 2026 guide puts a marketing manager's median base pay at AUD 140,000. Both still need someone to build the systems.

TL;DR
  • Pick freelance for a fixed job. A launch plan, a price review or a 90-day plan has a clear end, so you pay only for those days.
  • Pick in-house for work that never ends. If you change markets, offers or channels each quarter, 1 owner keeps what was learned inside the firm.
  • Count the full cost, not the pay line. Staff pay in Australia adds 12% super from July 2025, plus leave, tools and the months a new hire takes to learn the firm.
  • Check how the work runs, not just the contract. Since August 2024, Australian law looks at the whole working setup, so a freelancer who works like staff can count as an employee.
  • Plan for the build. A strategist writes the plan. Someone still has to set up the customer relationship management (CRM) system, data and workflows that carry it out.

The case for in-house: if your GTM work changes every quarter, a freelancer starts from zero each time. A full-time strategist keeps what each launch taught, sits in every leadership meeting and owns the result. For a firm that can fund the salary, that depth is worth more than a lower day rate.

The Verdict

Most small and medium-sized enterprises (SMEs) should start with a freelance strategist on a fixed scope, such as a 90-day plan, and pair them with someone who builds the systems. Hire in-house once GTM work runs every quarter and you can fund a senior salary plus 12% super. The exception is a firm that launches new products or markets all the time: there, a full-time strategist keeps context a freelancer cannot, and is the better call from day 1.

What does a GTM strategist do, and how much can a freelancer cover?

A GTM strategist decides who you sell to, what you say and how you price it. They also set the order of launches and the numbers to track. A freelancer can cover all of this on a set project. What they cannot do is stay on to run the plan week to week.

The work splits into 4 parts:

  • Market: which firms to target, and why now.
  • Message: what to say to each buyer, and how it differs from rivals.
  • Price: how to package and price the offer.
  • Plan: which channels to use, in what order, and with what targets.

Hiring outside help for work like this is common in Australia. The Australian Bureau of Statistics (ABS) August 2025 working arrangements data shows this for August 2025:

  • 1.1 million people worked as independent contractors, or 7.6% of all employed people.
  • 153,900 of them worked in professional, scientific and technical services.

A part-time strategist is close to a part-time chief marketing officer (CMO). The difference is scope. A CMO leads a team, while a GTM strategist sets the plan for 1 launch or market. If you are weighing the senior version, read fractional CMO vs full-time CMO.

How much does a freelance GTM strategist cost in Australia?

In Australia, a freelance specialist costs about AUD 700 to 1,500 a day, based on Outsized's 2025 report for Australia and New Zealand. As of October 2026, no open survey we found lists a rate for the GTM strategist title itself. So treat the range as a guide, and price the job by the days it needs.

Outsized's 2025 Talent-on-Demand report release draws on data from real projects on its platform. In 2025, it found:

  • Freelancers in Australia and New Zealand earn AUD 700 to 1,500 a day.
  • Those with 11 to 15 years of experience average AUD 1,000 a day.
  • Top skills earn more than AUD 1,500 a day.
  • Strategy is 1 of the 5 skills in most demand.

Here is a worked example, not a quote. A 12-week plan at 2 days a week is 24 days. At the 2025 average of AUD 1,000 a day, that comes to AUD 24,000. Set the scope in days before you sign, because open-ended work is where freelance costs drift.

How much does an in-house GTM strategist cost in Australia?

An in-house strategist costs far more than the pay line. Robert Half's 2026 Australian guide puts a marketing manager's median base pay at AUD 140,000. Add 12% super, leave, tools and the months a new hire takes to learn the firm. The guide has no GTM strategist title, so marketing manager is the closest match.

Robert Half's 2026 marketing salary guide gives these Australian figures. They leave out bonus, benefits and super.

Item (Australia)Figure
Base pay, newer to the role (25th percentile, 2026)AUD 110,000
Base pay, median (2026)AUD 140,000
Base pay, most experienced (75th percentile, 2026)AUD 150,000
Super guarantee (from 1 July 2025)12% of pay
Super at the 2026 medianAUD 16,800

The Australian Taxation Office (ATO) notice on the final super rise confirms the rate went from 11.5% to 12% on 1 July 2025. So at the 2026 median, pay plus super comes to about AUD 156,800 a year. That is before leave, payroll tax, tools or any bonus.

What are the risks of each option in Australia?

Each option carries a different risk. A freelancer can be found to be an employee if the work runs like a job. An in-house hire can be the wrong fit, and that is slow and costly to undo. A clear scope cuts the first risk, and a clear role brief cuts the second.

Australian law changed on 26 August 2024. Jones Day's December 2024 note explains that the test now looks at the "real substance, practical reality and true nature" of the working setup, not just the contract. The factors it lists include:

  • How much control you have over how the work is done.
  • Who carries the money risk.
  • Who supplies the tools.
  • Whether the worker can pass the work to someone else.
  • The hours, and whether the work is expected to go on.

So a freelancer who works set hours, uses your laptop and has no end date looks like staff. Give them a set output and an end date instead. Take legal advice before any long engagement.

On the in-house side, the risk is a slow or wrong hire. Before you write the job ad, read our guide to bad first GTM hire costs.

When should an SME choose a freelancer, and when an in-house hire?

Choose a freelancer when the work has an end date and your team can run the plan after. Choose in-house when the work repeats every quarter and needs 1 owner. If you cannot say which, start with a 90-day freelance scope. Then decide once you see how much work is left.

Outside help is now normal for many teams. Marketing Week's 2025 outsourcing findings come from a survey of more than 3,500 marketers. In the 2025 survey:

  • 63.1% had outsourced work in the past 12 months, up from 46.2% the year before.
  • 62% of SMEs had outsourced work.
  • 67.5% of business-to-business (B2B) brands had outsourced work.

Choose freelance if:

  • You need a launch plan, price review or new market entry with a set end.
  • You have a marketing or sales lead who can run the plan after.
  • You cannot yet fund a full-time senior salary.

Choose in-house if:

  • You change markets, products or channels every quarter.
  • Your board wants 1 person who owns the revenue plan.
  • You can fund about AUD 156,800 a year in pay and super, the 2026 median.

If the gap is in building systems rather than planning, ask do you need a GTM engineer first.

Who builds the systems once the strategy is set?

A strategy only works once someone builds it. That means the CRM setup, the data, the lead routing and the outreach flows. A strategist rarely builds these. A GTM engineer does, either on staff or from a specialist firm, and the build should start as soon as the plan is signed off.

The skills gap is real. A 2025 US survey by Northwestern University's Spiegel Research Center asked 161 marketers about their main challenges. In the 2025 survey:

  • 33.5% named a lack of skills in-house.
  • 32.3% named a lack of skills at their vendors and agencies.
  • 41.6% named using artificial intelligence (AI) and machine learning in marketing as a skill gap, the top gap in the study.

Here is how a plan turns into a system. The strategist picks a target, such as firms that just raised funds. The engineer sets a watch for funding news, enriches each new account in Clay and checks it against the CRM. Then a sequence in Smartlead starts within a day, because the timing comes from the signal, not the calendar.

At Intelligent Resourcing, a Revenue Operations Studio, this is the build our GTM engineering service does. In our work, the engine delivered about 150 net-new accounts in the first phase and roughly 250 over four months into a national waste-management company's CRM. Volume is calibrated per client and vertical. The client owns the system once it is built.

Frequently Asked Questions

FAQs

What does a GTM consultant do?

A GTM consultant, or strategist, sets who you sell to, what you say and how you price it. They also plan the order of channels and the targets to track. Most work on a set project and hand the plan to your team.

How do freelance rates compare to in-house pay in Australia?

Outsized's 2025 report put freelance rates in Australia and New Zealand at AUD 700 to 1,500 a day. Robert Half's 2026 guide puts a marketing manager's median base at AUD 140,000 a year, plus 12% super. A freelancer costs more per day, but only for the days you use.

What classifies you as a contractor in Australia?

Since 26 August 2024, the Fair Work Act looks at the whole working setup, not just the contract. Control, money risk, who supplies tools, the right to pass on work, hours and whether the work will go on all count. Take legal advice if you are unsure.

How long can a contractor work for the same company in Australia?

Length alone does not decide it. The test looks at the whole working setup, and whether the work is expected to go on is 1 factor. A long engagement with set hours and no end date starts to look like a job, so review it each quarter.

Is GTM engineering the same as hiring a GTM strategist?

No. A strategist decides the plan. A GTM engineer builds the systems that run it: CRM setup, data, routing and outreach. Many SMEs need both, often a freelance strategist and an engineer from a specialist firm.

What are the risks of outsourcing GTM strategy?

The main risks are a plan nobody runs, lost context when the contract ends, and a contract that drifts into a job. A clear scope, a named internal owner and a written handover cut all 3.
