What Percentage of Revenue Should a Law Firm Spend on Marketing?
A growing law firm should budget 16.5% of revenue for marketing. That is the share spent by firms with sustained high growth. Firms with no growth spend about 5%. That gap is the clearest signal in the data.

The ninth edition of the Hinge Research Institute's High Growth Study, sponsored by LexisNexis InterAction, defined high-growth firms as those compounding at 20% or more a year over three years. Those firms spent 16.5% of revenue on marketing, against 5% for firms that experienced no growth at all.
The same research found marketing spend across the industry, excluding compensation, had fallen for four straight years as firms returned to pre-pandemic budgets.
The gap matters more than the headline number. A firm should not pick a single percentage without checking which group it wants to resemble. High-growth and no-growth firms are two different kinds of business.
Treat 16.5% as a target for a firm that wants to grow, not a number every firm should hit by default. The next section covers how to turn that target into a figure a partner meeting can approve.
How Do You Build a Law Firm Marketing Budget From Scratch?
Most law firms never build a budget. The ABA's 2020 Legal Technology Survey found that less than half of United States (US) law firms have a marketing budget: just 14% of solo respondents and 32% of firms with 2 to 9 lawyers, against 63% of firms with 10 to 49 lawyers.

In the ABA's 2024 survey, solo and small firm lawyers rated their confidence in their marketing strategies at 2.7 out of 5, against 3.3 for larger firms. Budget size is not the first problem for most firms. Having one at all is.
Three methods cover almost every firm that sets one:
- Percent-of-revenue applies a fixed share, between the 5% no-growth and 16.5% high-growth figures, straight to gross revenue. Easy to benchmark and defend in a partner meeting, but treats a firm chasing 20% growth the same as one happy to hold steady.
- Goal-based build-up starts from a revenue target and prices the specific channels needed to reach it: a website rebuild, a retainer, a compliance review. Takes longer to assemble and has no single number to check it against, but ties spend to an outcome rather than a percentage.
- Referral-only sets no formal budget at all. A rational choice for a firm at capacity, not a gap to fix.
Pick the method before the figure. A firm with a stated growth target should use goal-based build-up and check the result against the 5% to 16.5% range as a sanity check, not a ceiling.
What Does a Law Firm Website and Local Visibility Cost?
A professional small business website typically costs $3,000 to $10,000 to build. Hosting, updates and content refreshes are billed separately each year. This line gives prospects a credible firm to check. A firm that skips it loses trust at first look, well before any specialist system can work.
An Australian web agency's 2026 website pricing guide puts a small business site at $3,000 to $10,000 to build, depending on complexity and custom design. Google Business Profile and directory listings cost little or nothing to set up, though they need regular upkeep to stay accurate.
Intelligent Resourcing does not build websites or manage directory listings. Source this line separately, and have it in place before either specialist system below.
What Does AI Search Visibility Cost a Law Firm?
Intelligent Resourcing prices AI search visibility from $3,200 a month plus GST. This covers Answer Engine Optimisation (AEO) and Generative Engine Optimisation (GEO). Every engagement starts with a $2,500 one-off Strategic Blueprint, which maps the citation gap first.
The budget line exists because a growing share of clients now ask AI assistants about a lawyer, not just Google. A 2026 iLawyer Marketing survey of 1,110 US consumers found that half would now use at least one AI answer engine, such as ChatGPT, Gemini, Claude or Perplexity, to research an attorney. ChatGPT use for that purpose has grown more than fourfold in three years.
Firms that still measure success by Google rank alone can miss this shift. For how AI search visibility fits alongside search engine optimisation (SEO), and what SEO itself costs, see our SEO and AI visibility guide for law firms.
AI search visibility is priced and delivered apart from outbound lead generation. Buying one does not buy the other.
What Does Signal-Based Lead Generation Cost a Law Firm?
Intelligent Resourcing prices signal-based lead generation from $3,500 to $8,400 a month plus GST. It is built through go-to-market (GTM) engineering. An optional $1,500 one-off GTM Strategy Session scopes the work first. The signal-based growth model for law firms explains how: a dated public signal, such as a new company registration, becomes a qualified outreach account.

Law firms carry a conduct-rule duty on top of the Spam Act:
- Rule 36.1 of the Australian Solicitors' Conduct Rules requires a solicitor or principal to ensure any marketing in connection with the practice is not false, misleading, offensive or prohibited by law, so that duty stays with the firm even when an outside provider runs the campaign.
- The Spam Act's unsubscribe and consent rules apply to every commercial email and text message a firm or its provider sends.
Budget for a compliance check before the first message goes out, not after. A signal-based system that skips this step creates a bigger problem than the pipeline it was built to fill.
What Should a Solo or Small Practice Budget First?
A solo or small practice should budget by firm structure, not by a single revenue figure. Structure decides whether a specialist retainer is affordable. The 2024 National Profile of Solicitors found that 37% of solicitors in private practice work in a sole practice. Most firms reading this sit in the smallest tier.

What 5% and 16.5% of revenue buy, by firm size:
| Firm profile | Annual revenue | 5% budget (no-growth) | 16.5% budget (high-growth) | Clears a $3,200 retainer? |
|---|---|---|---|---|
| Solo practice | $250,000 | $1,042/month | $3,438/month | Only at the high-growth rate |
| Small firm | $750,000 | $3,125/month | $10,313/month | Only at the high-growth rate |
| Mid-size firm | $2,000,000 | $8,333/month | $27,500/month | Yes, comfortably |
Compare both specialist systems on the full pricing page before picking a figure.
A solo practice at the no-growth rate falls short of a single retainer. The same firm at the high-growth rate just clears one, by about $240 a month, with nothing left for a website or compliance review. That gap makes the point plainly. Pick a growth target before a percentage, because the number that results depends on which one a firm chooses.
A firm whose budget clears a retainer at either rate has outgrown guesswork. Why referral-only growth hits a ceiling covers the point at which relying on relationships alone stops being enough.

FAQs
What percentage of revenue should a law firm spend on marketing?
High-growth firms spend 16.5% of revenue on marketing. Firms with no growth spend about 5%. Most law firms should pick a figure between those two based on whether they want to grow or hold steady.
How much does a law firm website cost in Australia?
A small business website typically costs $3,000 to $10,000 to build in Australia, plus ongoing hosting and maintenance. Google Business Profile and directory listings cost little to set up but need regular upkeep.
Is referral-only growth enough for a law firm?
It can be, for a firm at capacity happy with its current caseload. The limit is that growth stops at the pace referrals arrive, with no lever to pull if referrals slow. A firm that wants more clients than referrals send needs a set budget.
What's the difference between AI search visibility and signal-based lead generation cost?
AI search visibility gets a firm name when a prospect asks an AI assistant for a lawyer, priced from $3,200 a month plus GST. Signal-based lead generation reaches a business directly when a public signal shows it may need legal advice, priced from $3,500 a month plus GST. They are bought and delivered separately.
How much should a solo practitioner budget for marketing in year one?
At a 16.5% high-growth benchmark, a $250,000 solo practice has about $3,438 a month, enough to clear a $3,200 entry-level retainer. At the 5% no-growth benchmark, the same firm has only about $1,042 a month, which covers a website and compliance review but not a specialist retainer yet.
